Art. 7 & 8 · Annual · 2022 – 2025

EU Terrorist Content Online Regulation

Regulation (EU) 2021/784 (“TCOR”, in application since June 2022) creates two annual transparency duties around terrorist content. Under Article 7, every hosting service provider that took action publishes an enforcement report (items removed, removal orders received & actioned, complaints, reinstatements). Under Article 8, each Member State's competent authority reports its activity, and the European Commission aggregates the per-Member-State removal-order counts. A tidy-long dataset: each row is one measured value identified by publisher × role × period × section × category × metric. Metric scope is each report's own and isn't comparable across publishers — pin a publisher and metric before aggregating, and note the per-country rows sit beside an EU summary total.

Content removed proactively, by platform and year

Terrorist / violent-extremist content each Art. 7 publisher removed under its own policies (not via removal orders), shown per reporting year (publishers report different years, so these are not a single comparable period). Scope also differs per report — Spotify's is terrorism-only; Meta's covers a broader policy set and is a rounded estimate — so the figures aren't strictly comparable across publishers.
